1、作者责任
《眼科学报》遵循国际医学期刊编辑委员会(ICMJE)准则,该准则指出,向期刊投稿的作者须遵守以下标准:
(1) 该稿件是所列作者的原始工作。
(2) 该稿件准确反映科学的结果。
(3) 所有作者对该项研究工作的概念、设计、执行、解释等方面做出了有意义的贡献。
(4) 所有对该项研究工作作出有意义贡献的人都被赋予署名的机会。
(5) 所有作者都知悉并同意该稿件投稿。
(6) 该稿件以前没有发表,此次投稿后,现在和将来该稿件都不会一稿多投。
(7) 作者接受该期刊制定的审稿程序。
(8) 该稿件的全部实验数据真实可靠。
若不满足以上标准,但是为最终的稿件提供了重要的帮助者,可以在致谢中表示感谢,同时需要得到作者的许可。
2、编辑职责
(1) 根据审稿人和编委会的评审意见,编辑可以接受、拒绝或要求修改文章。
(2) 编辑不应与审理的文章有利益冲突。
(3) 编辑应对投稿稿件进行软件查重,经过查重后,稿件将转发给至少两位评审专家进行盲审,他们将就稿件的录用、退稿或修改提出具体建议。
(4) 编辑应保持审稿记录的真实性,对审稿、修改各环节的资料有保管、保密的义务。编辑不得向有利益冲突的人泄露任何有关稿件的信息。
(5) 编辑必须确保本刊所接受的每一篇文稿均经过知识内容审查,而不考虑作者的性别、种族、宗教和国籍等。
(6) 编辑发现有违反学术规范的稿件时,可以采取其他适当的措施,如撤稿或进一步关注再采取相应措施。
3、审稿人职责
(1)审稿人对稿件的评审必须做到客观公正,应通过论据来表达自己的观点。
(2)审稿人应与该研究、作者和/或该研究资助者没有利益冲突。
(3)审稿人须保证作者已确认该研究中所用数据的所有来源,如发现有抄袭行为或一稿多投现象,应立即告知编辑。
(4)当审稿人觉得不适合完成稿件的评审时,应立即告知编辑。
(5)审稿人在稿件发表之前,不得利用稿件的内容来开展类似的研究。
4、出版者职责
(1)本刊只报道原创性研究成果,创新性突出或实用性价值较好,应在国内或国际达到领先水平。
(2)所有稿件实行注册投稿,所有评审过程无需任何费用,本刊在决定录用后不收取任何费用。
(3)对已经录用的稿件,若发现学术不端行为,本刊有权退稿,并通告作者单位和相关期刊。
(4)对已经发表的论文,若发现学术不端行为,本刊将作撤稿处理,刊登撤稿声明。
(5)论文提交本刊,一经录用,本论文数字化复制权、发行权、汇编权及信息网络传播权等,将转让予《眼科学报》编辑部。
(6)论文刊出后,免费获得纸质刊2本以及作者本人论文的电子版。
(7)所有投到编辑部的稿件,请作者自行存留电子文档,一经录用将会公开发表,未录用稿件,编辑部将全文存档保存,并严格执行保密规定,不泄露未录用稿件的研究内容。
The contributions submitted to Eye Science shall conform to the following academic publishing ethics.
Original content and repeated publication: Eye Science only publishes original content, which have not been published in whole or in part in other journals or are under consideration for publication.
Fabrication and forgery: Eye Science refuses fabricated data or images (i.e. forged data and intentional false statements or deceptive data processing).
Redundant/duplicate publication: Eye Science believes that it is immoral to publish very similar articles based on the same experiment or research.
Plagiarism and duplication: When an author attempts to present a previously published work as original content, it is plagiarism. All submitted manuscripts will be checked for plagiarism and duplication, and only original content will be published. Manuscripts suspected of plagiarism or duplication will not be considered for publication. According to the guidelines of the Commission on Publication Ethics (COPE), previously published original articles should be reasonably quoted , as well as the author's own preliminary work.
For the convenience of reading, we summarize the publishing norms and ethics into three aspects, as follows.
1. Author's responsibility
Eye Science follows the guidelines of the International Committee of Medical Journal Editors (ICMJE), which states that author(s) submitting manuscripts to the journal must comply with the following criteria:
(1) The manuscript is the original work of the listed authors.
(2) The manuscript accurately reflects the scientific results.
(3) All the authors have made meaningful contributions to the concept, design, implementation and interpretation of the research.
(4) All those who made meaningful contributions to the research should be given the opportunity to authorship.
(5) All authors are aware of and agree to submit to the manuscript.
(6) The manuscript has not been published before. After the submission, it will not be submitted again now and in the future.
(7) The author accepts the review procedure established by the journal.
(8) All experimental data of the manuscript is true and reliable.
Those who do not meet the above criteria but have provided important help for the final manuscript can be mentioned in the acknowledgment, but require the permission of the author(s).
2. Editor’s responsibilities
(1) According to the review opinions of the reviewer and the editorial board, the editor can accept, reject or request to modify the article.
(2) The editor should not have a conflict of interest with the article under review.
(3) The editor shall conduct duplication check on the submitted manuscript through software. After duplication check, the manuscript will be forwarded to at least two review experts for blind review, who will make specific suggestions on the acceptance, rejection or modification of the manuscript.
(4) The editor shall maintain the authenticity of the review records, and shall have the obligation to keep the data confidential in each link of review and revision. The editor shall not divulge any information about the manuscript to people with conflicts of interest.
(5) The editor must ensure that every article accepted by the journal is subject to intellectual content review, regardless of the author's gender, race, religion and nationality.
(6) The editor may take other appropriate measures, such as withdrawing the manuscript or paying more attention to it before taking corresponding measures, when finding any manuscript that violates the academic norms.
3. Reviewer’s responsibilities
(1) The reviewer must be objective and fair in reviewing contributions and express he/her views through arguments.
(2) The reviewer shall have no conflict of interest with the research, authors and/or funders of the research.
(3) The reviewer must ensure that the author has confirmed all sources of data used in the study. If plagiarism or multiple submissions of one manuscript are found, the editor should be informed immediately.
(4) When the reviewer feels that it is not suitable to complete the review of the manuscript, he/she shall immediately inform the editor.
(5) Before the manuscript is published, reviewers shall not use the contents of the manuscript to carry out similar research.
4. Publisher’s responsibilities
(1) The journal only reports original research results, which are innovative or practical, and should reach the leading level at home or abroad.
(2) All manuscripts shall be submitted by registration, and all review processes shall be free of any fees. The journal will not charge any fees after acceptance.
(3) If any academic misconduct is found in the accepted manuscript, the journal has the right to reject the manuscript and notify the author’s institution and relevant journals.
(4) For published papers, if any academic misconduct is found, the journal will withdraw the paper and publish a withdrawal statement.
(5) Once the paper is submitted to this journal and accepted, the digital reproduction right, distribution right, compilation right and information network transmission right of the paper will be transferred to the editorial office of Eye Science.
(6) After the paper is published, 2 hard copies of the journal and the electronic version of the author’s paper will be obtained free of charge for the author(s).
(7) All manuscripts submitted to the editorial office shall be kept in electronic files by the authors themselves. Once accepted, the manuscripts will be published publicly. If the manuscripts are not accepted, the editorial office will keep the full text on file and strictly implement the confidentiality provisions, so as not to disclose the research content of the manuscripts that are not accepted.
